Is Convergence 3.0.1.2 Really Supported/functional In Internet Explorer Versions Less Than 11?

Symptoms
Internet Explorer (IE) 10 - the following is observed in the IE dev tools console and the the Convergence loading bar is stuck at 10%
failed loading ../js/dojotoolkit/dojo/../../iwc/kernel.js with error: InvalidStateError
SCRIPT5022: Could not load 'iwc.kernel'; last tried '../../iwc/kernel.js'
IE 9 - Only part of the UI is rendered at all.
IE 8 - rendering issues. Misaligned button text in Write/Get Mail/etc module. Also there is an extra horizontal bar between Messages and Addressbook. Also does not display a Banner Logo if a customization to do so was applied (left side of the banner).
IE 7 - rendering issues same as IE 8 but the logo would appear if a customization existed.
