Error: Duplicate atomic action label During DS Upgrade (Doc ID 2218215.1)

Symptoms

Duplicate atomic action label error reported in Design Studio 7.3.1 while importing an existing project which runs fine on DS 3.4.2.

At first, we are upgrading all cartridges and setting the java version and target version.

After build, we are getting "Duplicate atomic action label" errors.

For some: There is actually 2 parameters in Activation Tab (comma separated)
For some: There is only one parameter in Activation Tab

*Note :There has been no change in the imported code.
