Planning Manager Launched But Phase = Inactive And Status = No Manager - Also MRP Manager Not Found In System Administrator / Concurrent / Manager / Administer (Doc ID 2218647.1)

Symptoms

On : 12.1.3 version, Planning Manager in All Instances

Users have not started the Planning Manager in several years. They want to start using some functionality of MRP again and need to turn on the Planning Manager. However when they Start the Planning Manager and View/Requests the form shows

Phase = Inactive
Status = No Manager

The concurrent request does not run and hence the Planning Manager is also then not running nor performing any expected activities. Further investigation reveals the MRP Manager is not active

EXPECTED BEHAVIOR

Expect the Planning Manager request to run normally and cycle as per functional design

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate Material Planner / Setup / Planning Manager
2. Select the Start button
3. Select View / Requests from the toolbar and Find
4. Planning Manager concurrent request shows Inactive / No Manager
