CRFSubmit Integration will not Start, Causing AutoDeployment to Fail (Doc ID 2221845.1)

Symptoms

 CRFSubmit Integration will not start, causing AutoDeployment to fail

The following can be found in the Windows event log on the Inform app server:

2016-12-16 12:22:34,590 [9] ERROR CRFS.WebApi.Common.Security.BasicAuthenticationFilter [(null)] - CRFS.Core.Exceptions.CrfsException: Failed CRFS Basic authentication: Invalid username or password
