Unable to Run Load to CAD With Japanese or Chinese User (Doc ID 2222057.1)

Actual Behavior

When either of the below criteria is met, Load to Preview window does not show appropriately after executing Load to CAD command

Logged in with user whose Language Preference is set to Japanese or Chinese
Japanese or Chinese characters are added in Description field of the Design object being loaded

Expected Behavior

Load Preview window to show appropriately after running Load to CAD even above criteria is met
