When upgrading to Oracle Utilities Meter Data Management version 2.2, the SMDF database component upgrade fails.

After successfully upgrading the database components FW V4.3.0.3 and FW V4.3.0.3 Hotfixes, when trying to upgrade the db component of SMDF to V2.2, the process fails.
