Discount Was Not Applied to Few Customers Due To Delay in Synch of Realtime Data with Pipeline Memory (Doc ID 2235830.1)

Goal

Discount was not applied to few customers eligible to get discount on international calls and sms. However the same discount worked for few other customers.

The discount was effective in BRM from 22/11/2016 09:42 on impacted customer, and calls were made at 22/11/2016 10:47 and 22/11/2016 10:58, but discount was not applied.
However, on rerating those events on production, the discount got applied correctly.

Was it because the information did not sync to Pipeline memory in time before the call got rated?

These parameters were set in Production that are involved in Sync process:
1. Heap Size of -Xms512m -Xmx1024m is supplied to EAI_JS
2. Below configuration parameter of dm-ifw-sync
    - dm dm_n_fe 16
    - dm dm_bigsize 67108864
    - dm dm_max_per_fe 256
    - dm dm_n_be 64
    - dm dm_shmsize 268435456
    - dm dm_trans_be_max 60
3. DB connections in registry for queue
    Connections = 5

Please confirm if these have to be changed to improve the sync mechanism.
