ATP Data Collections Fails After 12.2.6.1 Upgrade (Doc ID 2240819.1)

QUESTION #1
We have upgraded to 12.2.6.1 one of our instances for test purpose.
MSC: Source Setup Required is set to Yes.
Latest recommended patches ARE applied.
However, The first ATP Data Collections trying to setup GOP is failing in 'Collections Views' and a few 9 other View creation concurrent requests
from Create Collections Setup Views to Create Collections Repair Order Views

Each request to create views errors on the very first view it tries to create with error like

 from CRP_BILLS_OF_RESOURCES x

ERROR at line 11:
ORA-01720: grant option does not exist for 'CRP.CRP_BILLS_OF_RESOURCES#'

Other views that errored were

***** Creating View MRP_AP_CATEGORY_SETS_V ******
******* Creating View MRP_AP_ASSIGNMENT_SETS_V ********
***** Creating View MRP_AD_ERO_WIP_JOB_SUPP_V ********
***** View MRP_AD_ROUTINGS_V ********
***** Creating View MRP_AP_CAL_WEEK_START_DATES_V ********
***** View MRP_AD_MPS_SUPPLIES_V ********
***** View MRP_AD_WIP_JOB_SUPPLIES_V ********

It appears that this could happen on any views
