Symptoms
A new UIM GUI user is not authorized to view the links on the UIM home page.
How to reproduce:
1. Create a new user in WLS admin console. Assign it to the 'uim-users' group.
2. Open EM console and create a role like a 'uimuser' role with new name and add new user as its principle. Save the change.
3. Create an new policy like a policy with 'uimuser' role principle and add a new role as its principle. Save the change.
4. Log in to the UIM GUI using the new user's credentials.
