what does the 'Approved?' flag in the Repository Authoring screen do? (Doc ID 2251020.1)

Goal

QUESTION : when a new term is created at a generic level the corresponding Verbatim Term becomes automatically created and approved and therefore does not appear in the approvals queue as expected?

The steps to reproduce this issue are :

1.
Open TMS Application.

2.
Go to Omission Management and open Classify VT omissions and choose a VTO.

3.
Go to Repository Maintenance and open Repository Authoring, choose appropriate Group, Domain and Dictionary Level (VT-Verbatim Term).

4.
Paste VTO chosen in point 3 to Term field and check the Approved window, click Save button.

5.
Open Relation window and find/choose proper assignment, click Save button and then [Transfer Data] button.

6.
Go to Repository, open Browse VT History and query chosen term.

7.
Both 'Approved VTA' and 'VT globally resolved' have the same Creation Time. VT was automatically created and approved and does not appear in the approvals queue as expected.
