PKG_HDI_PT Execution Fails with 'ORA-12813: value for PARALLEL or DEGREE must be greater than 0'

On Oracle Healthcare Analytics Data Integration (OHADI) 3.1.0.2 version,
After applying the <Patch.22860309> (OHADI 3.1.0.2), when attempting to execute the Package PKG_HDI_PT from a custom created Load Plan
with ODI J2EE Agent, it fails during the Step "44 - Integration - Int_HDI_PT_HDM_PRTY - OHADI alter session force parallel dml"
with the following error:

This errors seems to happen for all Packages loading HDI data, except the ones with Code Data.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. From ODI connect to Oracle healthcare Analytics Data Integration repository;
2. Navigate to Load Plans and Scenarios and execute the custom created Load Plan with a J2EE agent.
