Intermittent JavaScript Error 'TypeError. Permission Denied' (Doc ID 2254700.1)

After upgrading from CC&B v2.3.1 to v2.5.0.2. You may encounter intermittent javascript errors on UI Maps that invokes BPA Scripts via oraRunScriptWithValues method.  in CCB 2.5.0.2 the buttons were clickable even if the components involved were not fully loaded and that causes the TypeError Message. While in 2.3.1, even if you immediately clicked the button, TypeError won't show.

The issue can only be reproduced in IE, Firefox does not encounter the issue. It occurs both in compatibility mode and normal mode.
