E2B Attachment Generation Not Working - Permission Denied Error - The server threw an exception. (Exception from HRESULT: 0x80010105 (RPC_E_SERVERFAULT)) (Doc ID 2266462.1)

Goal

Oracle Life Sciences Argus Safety Version 6.0.5.

Attachment generation stopped working, the XML files are no longer generating.

Below errors are reported in logs after enabling Debug per Enabling Debug - Oracle Argus Interchange (ESM) (Doc ID 1087403.1):

Currently in the ESMAttachmentTransmissionargsafp1XXX.txt the following error message is continuously repeated:
"15-Mar-2017 5:36:38 PM: Error Function Clean_Temp_Att_Folder Error Number - 70, Error - Permission denied"
"15-Mar-2017 5:36:38 PM: >>Debug>> In Function Clean_Temp_Att_Folder"
"15-Mar-2017 5:36:38 PM: >>Debug>> No of files existing in folder C:\Program Files\Oracle\Argus\ESMService\DTDFiles\TempAttachments are 1"


On checking link “C:\Program Files\Oracle\Argus\ESMService\DTDFiles\TempAttachments” mentioned in the error message and found 1 PDF file in this location.

This file seems to be the reason and is stuck (not able to remove it).  Even after stopping the Argus services and restating the server issue persists  - files always seems to be in use.
