OUCSS Admin Customer Search Does Not Work For Pending Registrations (Doc ID 2267260.1)

Goal

Using the two step account validation (enable.email.validation = Y0 means that users have to click on the confirmation link sent to the email used to register for an OUCSS account.  In some cases, customers do not remember the User ID/email address that was used to initially register for an online account.  When they try to reuse the same email address, the system throws an email already associated error.

The Customer Search section of the Admin > Customer Search queries the OUCSS database but does NOT retrieve records related to pending registrations. This is causing decreased efficiency in the CSR team in being able to service customers.
