Tomcat Generates "Cannot Initialize" Error During Every Opcode Execution via BRM Webservice (Doc ID 2270126.1)

Symptoms

On Oracle Communications Billing and Revenue Management (BRM) 7.5 patchset 15, patchset 16, and pathset 19, it is observed that on every opcode execution via BRM webservice, the below error message 'ERROR: Cannot initialize' appears in the webservices.log file even for the non-error cases.

Error logs:

Although unsightly, no services are impacted by this alarm.
