ISS Unable To Accept Search Requests As Fast As Messaging Server Is Sending Them

Goal
Oracle Messaging Server imap log showing several messages like this:
On an ISS server that appears to be 80% idle, why are IMAPD connection attempts failing with "Connection timed out" messages ?
The ISS search svc log file shows plenty of activity. So ISS is working, but seems to be unable to accept as many requests as Messaging is sending to it although the system is still 80% idle. What could be the bottleneck ? Why are so many requests timing out ?
checkIss is seen perfectly responsive the whole time. Even while Messaging imapd is throwing a high rate of the timeout errors, checkIss return instantly.
Messaging Server log show that IMAPD is suffering a high rate of "connection timeout" errors when trying to connect to the search service. Although the rate of requests from Messaging Server is high, the ISS system does not seem overloaded, so why is it not accepting the requests as fast as Messaging is sending them?
