Symptoms
When attempting to run the following rate in Data Manager's Trial Calculation gets the following error occur:
PLM0441: A stop date is required when a start date is supplied
Issue is traced to BILL_START/BILL_STOP being set to Hist Array when a HISTVALUE function is used in a Rider, and so is every subsequent DATE identifier in the Rate Schedule.

Go to Data Manager. Click on Trial Calculations and run this rate
