Unable To Log In To PDC (Doc ID 2275244.1)

Goal

The user is having issues when logging into PDC. The user can authenticate with the user login and password, but keeps getting a blank page when loading the Setup or Pricing view.
The JDK version is 1.7.0_79.
The Oracle Application Development Runtime version 11.1.1.7.0
How can this issue be resolved?
