Discount is not Reversed after the Discount Cancellation

Symptoms
On BRM, 7.5.0.16.0 version, Core Billing,
Consider the below scenario to withdraw/cancel a full prorated Discount.
SCENARIO:
-----------
1. Discount object and Discount Step are set with Full Discount.
2. Create an account with a product with $10 cycle fee and 100% discount for this cycle on April 24.
3. Balance = 0 after account creation.
4. Move PVT to April 26.
5. Cancel discount backdate to April 24.
ACTUAL BEHAVIOR
------------------
The account balance is still $0. The discount remains active after the cancellation till the end of cycle.
EXPECTED BEHAVIOR
--------------------
The account balance is $10. In case discount cancellation is called and discount end date equal to discount purchase date (both opcodes PCM_OP_SUBSCRIPTION_CANCEL_DISCOUNT and PCM_OP_SUBSCRIPTION_SET_DISCOUNTINFO), discount should be cancelled regardless of its pro-ration setting.
