ASCP Resource Usage - Utilization % Is Not Showing Correctly In Plan Output (Doc ID 2281906.1)

Symptoms

In a VCP 12.1.3 and above

ECC constrained plan with Sequence Dependent Setups (SDS)

ASCP Resource usage is setup with utilization % - 70.
In plan output
A> Resource requirements shows Utilization % - 70 is calculated usage
B> But not showing resource hours that are not inflated in any column in the resource requirements form
-- We expect to see adjusted resource hours show inflated resource requirements, but it shows same as resource hours

COMPARE:
12.2.5 Internal testcase shows
Start Date 6/21/2017 9:11
End Date 6/21/2017 14:54
Resource Hours/Rate 4.001667 - this is without inflation
Touch Time 4.001667 - this is without inflation
Daily Hours 5.716667 - this is inflated hours
Adjusted Resource Hours 5.716667 - this is inflated hours
-- Without SDS setup in routing - this shows utilization works as expected

CUSTOMER DATA - ALL columns have same value in UI
See the same in msc_resource_requirements for parent_id = 2 (resource requirements data)
NOTE: for parent_id = 1 (for HZ plan) - we DO see the unadjusted_source_hours are at un-inflated rate

BUSINESS IMPACT
------------------------

We have resource availability and require setup time for transitions, hence the SDS setups
We also have tracked how much this resource is actually available over long period and find that it is only available 70% of total hours - so we need to model this time to get realistic plan results.
