After Upgrade Of WebLogic From Version 12.1.2 To 12.1.3 - Access Synchronization Not Completing Successfully (Doc ID 2283687.1)

Symptoms Access Sync/ETL fails on Weblogic 12.1.3. It works fine on Weblogic 12.1.2.

1. On Weblogic 12.1.2, Upgrade to from
2. Run Access Synchronization. It completes fine.
3. Upgrade or install new Weblogic 12.1.3 ( with corresponding RCU,ADR)
4. Run Access Synchronization on the same datasource. It Fails.

Business Impact:
users cannot use Weblogic 12.1.3
