Symptoms
On : 8.6.5 version, Install, Migration, Upgrade
When attempting to run the ETL Sync Access, the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the GRC
2. Navigate to Setup and Administration > Manage Application Datasource > select the Instance
Click on Action Run the Sync Access
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot run the ETL Access Sync job successfully
