SecurityPolicyList Error While Accessing WS-Policy for Custom Web Service (Doc ID 2283911.1)

Symptoms

After deploying custom web services, WS-Policy tab does not show proper resources and following Exception is thrown: 

javax.management.RuntimeErrorException: MBean getAttribute failed: com.sun.xml.ws.util.ServiceConfigurationError:
weblogic.wsee.jaxws.owsm.SecurityPolicyList: Provider oracle.wsm.agent.handler.wls.SecurityPolicyListImpl is specified in
jar:file:/xxxx/apps/Oracle/Middleware/Oracle_Home/oracle_common/modules/oracle.wsm.agent.wls/wsm-agent-wls.jar!/META-INF/services/weblogic.wsee.jaxws.owsm.SecurityPolicyList but not found.
