Unable To Clear The BrmGateway Notifications

One of the user is unable to do activities like Re-rating, and getting message as BRMGateway process is pending.
Error in brmGateway Logs:
Steps to Reproduce:
1. Via JConsole, set the value to NONE for Notification->brmGateway
2. Restart cm/dm_oracle and ensure no processes are running
3. Restart customerUpdater, emGateway, brmGateway
4. Restart pdc weblogic
On further investigation, it is identified that this notification is due to earlier billing, a few charge offers are having rate_plan details, which were not found in BRM.
Question: How to clear off all the pending notifications of brmGateway, so that new requests like Re-rating will be processed?
