Unincorporate Item Results in "The Attachments table cannot be modified due to insufficient privilege or business rules." Error During Checkin (Doc ID 2289469.1)

Symptoms

Actual Behavior
When Item has 2 revision: Introductory and (?)C00XXXX, both having same file folder including multiple file on Attachment tab and Introductory revision is
set to Incorporate, perform Checkout and Checkin to that folder. During Checkin, below error is displayed.
File Upload Manager shows the checkin files ending with error, but folder version is updated to higher number.

Applied patch : 9.3.5.0.1;9.3.5.0.6;9.3.5.0.11;9.3.5.0.47;
Used Browser : Firefox (For IE, also apply 9.3.5.0.96)

The Attachments table cannot be modified due to insufficient privilege or business rules.

Step

  1. Login to web client in admin user and go to part P00345
  2. Confirm Rev : Introductory
  3. Go to Attachments tab

    File Name Folder Number Folder version
    A4_markedup-converted.pdf ; A3_markedup-converted.pdf FOLDER01556 3
                                  
  4. Switch part P00345 Rev : (?) C00213
  5. Add > By Search
  6. Attach FOLDER01556

    File Name Folder Number Folder version
    A4_markedup-converted.pdf ; A3_markedup-converted.pdf FOLDER01556 3
  7. Switch part P00345 Rev : Introductory
  8. Actions > Incorporate
  9. Incorporated
  10. Switch part P00345 Rev : (?) C00213
  11. Select

    File Name Folder Number Folder version
    A4_markedup-converted.pdf ; A3_markedup-converted.pdf FOLDER01556 3
  12. Press CheckOut
  13. Select A4_markedup-converted.pdf ; A3_markedup-converted.pdf
  14. OK
  15. Download complete. Checkout flag activated
  16. Select FOLDER01556 record and press CheckIn
  17. Replace both pdf A4_markedup-converted.pdf ; A3_markedup-converted.pdf
  18. Replace
  19. Below message appears

    The Attachments table cannot be modified due to insufficient privilege or business rules.

  20. Files upload failed. File Upload Manager shows the checkin files status as "Not Completed"
  21. Checkout icon does not exists. Press Checkout button again
  22. Below message appears

    Some of the selected files cannot be checked out because the file folder version is not the latest

  23. Switch to the folder version from 3 to 4.
  24. New Folder version is generated even when the checkin failed on step 18-19
