Issue On E911 Task On Suspend Provisioning Plan

MSS Version: 6.2.1

Assigning suspend provision plan to an order which does not contain E911 task throws below error through API.
Error message:
Other type of Exception: Error ID [10001] Message [Error encountered on order provisioning process [WLI-Core:489214]ProcessControl invocation failed[java.lang.Exception: Exception Thrown Generating and Saving Tasks for orderKey : 18929700.
Message: The plan selected along with the available child plans do not contain a E911SMRT task. Please select a plan which contains a E911SMRT task or has available child plans that contain a E911SMRT task.Error Code 80109:The plan selected along with the available child plans do not contain a E911SMRT task. Please select a plan which contains a E911SMRT task or has available child plans that contain a E911SMRT task.
The user is using the iactc activity in the XML because user is adding a value label (SUSPENDED=Y) while doing suspend of service as per his internal business process . Generally , we suspend a Service in MSS-PSR we right-click on an item and Choose Suspend
