Proration Is Getting Applied Even After Disabling

Symptoms
In a customer testing of below scenario, it is observed that proration is applied even after disabling.
Scenario :
1. Create product p1 with service/ip , MCF = 100 free minutes, proration = charge full , P flag disabled in balance impact.
1. Jan 1 : create account with a dummy plan , bill cycle will be 1 jan to 1 feb
3. Jan 3 : purchase p1
Actual Result: It is observed that prorated value of 100 minutes (appox. 93 min) is credited to the account.
Expected Result: As proration flag is disabled and proration = charge full, complete 100 minutes should be credited to the account.
