MDM Is Unable To Derive The Correct VEE Factors when IMD Dates Matches Device Install Dates (Doc ID 2301711.1)

Symptoms

MDM is unable to derive the correct VEE factors, if the IMD start date/time is equal to the install event date/time (MDM currently expects to have IMD start date/time to be greater than install event date/time). This issue is observed in both eastern and central meters during both day light saving and non-daylight saving time periods.


STEPS
The issue can be reproduced at will with the following steps:
1. Create VEE factors based on Service Point Custom Characteristic values and include those factors in the initial load VEE group.
2. Add regular interval data on Electric kWh 15 Minute Interval Delivered channel from 05-31-2017 00.00.00 EDT to 06-01-2017 o 00.00.00 EDT
3. Manually process the pending Initial Load IMD with Trace ON.
