BFC Utility File conversion failure - Error in Transforming HL7 to R2 - Error in XsltTransform (Doc ID 2303948.1)

Symptoms

Error noted when importing an R3 file after installing the patch 8.9.9.99.

Date[2017-08-11 00:26:52,668] Level[ERROR] Logger[HL7TransformSvc.HL7ImportServiceConfig]] - ProcessHL7Files.ProcessFile - Error in Transforming HL7 to R2 - Error in XsltTransform: Token Text in state Start would result in an invalid XML document. Make sure that the ConformanceLevel setting is set to ConformanceLevel.Fragment or ConformanceLevel.Auto if you want to write an XML fragment.
