Symptoms
On : 5.5.1 version, Integra Apps
while uploading Form personalizations to 12.2 EBS
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Create change tracking definitions for FND 12.2 Form personalizations and deploy
2. Create a forms personalization in EBS
