SAACT Completes Existing To Do Entries


Base Batch SAACT completes existing To Do Entries instead of keeping them open when the same error is encountered by the record.

SAACT batch should not complete existing ToDo entries when same error is encountered on a re-run.

The issue can be reproduced at will with the following steps:
1. Run SAACT with record to be processed in error; To Do Entry is created
2. Batch Run Successful
3. To Do Entry is created
4. Run SAACT again, no changes made to record to be processed; Error logged to Batch Run Tree; To Do Entry Completed
5. Batch Run Successful, Error is Logged
6. To Do Entry is completed.
