When Starting Primavera Gateway the Error "PRM-Unable to Connect to the Node Manager. It May Not Be Running" Occurs

Information in this document applies to any platform.
When attempting to start Primavera Gateway using the scripts provided with Gateway, the following error occurs.
error: PRM-Unable to connect to the Node Manager. It may not be running,
PRM-or communications may be blocked by a firewall.
Error occurred while performing nmConnect : Cannot connect to Node Manager. : Connection refused: connect. Could not connect to NodeManager. Check that it is running at localhost/127.0.0.1:5556.
Use dumpStack() to view the full stacktrace :
PRM-Completed. Returned error level: 1
The issue can be reproduced at will with the following steps:
1. Run the gatewayQuickStart script
2. When starting the Admin Server and Managed Server the script fails
