When Starting Primavera Gateway the Error "PRM-Unable to Connect to the Node Manager. It May Not Be Running" Occurs

When attempting to start Primavera Gateway using the scripts provided with Gateway, the following error occurs.

error: PRM-Unable to connect to the Node Manager. It may not be running,
PRM-or communications may be blocked by a firewall.
Error occurred while performing nmConnect : Cannot connect to Node Manager. : Connection refused: connect. Could not connect to NodeManager. Check that it is running at localhost/
Use dumpStack() to view the full stacktrace :
PRM-Completed. Returned error level: 1

The issue can be reproduced at will with the following steps:
1. Run the  gatewayQuickStart script
2. When starting the Admin Server and Managed Server the script fails
