Error: "TNS-12535: TNS:Operation Timed Out" When Attempting to Connect to an Oracle Database

Information in this document applies to any platform.
When attempting to connect P6 Professional to the database, connection fails with the following error:
TNS-12535: TNS:operation timed out
The issue can be reproduced at will with the following steps:
1. Attempt to login to P6 Professional.
2. When connection fails, complete the steps to configure the database connection to the database.
3. Note the error which occurs.
