MWM Dispatches Everything To Fill Schedule Gaps Due to Manual Dispatch (Doc ID 2321815.1)

Symptoms

ACTUAL BEHAVIOR

MWM dispatches everything to "fill gaps"

Crew 533 had 3 Activities dispatched to him. Dispatcher went to an Activity later in the Crew Shift and hit "dispatch". At that time, the system dispatched everything between the 3rd Activity in the drip and the Activity manually dispatched. The system should not feel the need to fill the gaps in the schedule, but rather continue dripping Activities.

The business requirement:
1. Dispatcher might want to dispatch afternoon assignments that have appointments so the Crew can be prepared;
2. Dispatcher might want to send Critical priority assignments from later in the day so the Crew can see these and determine if they need to go there first;
3. Dispatcher might want to allocate an assignment and then dispatch it because it needs to be worked ASAP. Expected outcome is to only dispatch the additional Activity and not fill the gaps.
