Unexpected behaviour after Argus Safety 8.1.1 installation (Doc ID 2324722.1)

After Argus Safety 8.1.1 installation you observe the following:

1) All AG Services cannot connect to DB when configuration is correct (with error logged "Database is currently inaccessible to Argus" )
2) It is not possible to connect to the database with Schema Creation Tool while connecting with sqlplus or SQL Developer works fine
3) An error happens when logging in with LDAP-enabled account
