ASR Install Progress Bar Never Completes

Symptoms
MetaSolv Solution ASR 55.0.0.0 (affects previous versions of ASR)
During the MetaSolv Solution ASR installation, the progress meter bar never completes but the NEXT button appears. This causes confusion as to the installer's actual progress and the meter bar should complete before the NEXT button appears.
