Duplicate IP Addresses Created in MSS

Symptoms
ACTUAL BEHAVIOR
----------------------
A Pending IP Address re-used from a Pending Disconnect IP Address can be unassigned when accessing the IP Address Assignment window from its parent service item. This creates potential IP Address data
duplication scenarios. Users do not face this issue when accessing the screen from the actual IP Service Item and the app rightly throws a validation message.
EXPECTED BEHAVIOR

There should be no duplicates IP created in MSS.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1-MSS is working as the user expects first time when the IP is assigned on the move order . IP statuses coming as :
IP-Pending
IP-Pending Disconnect
2-Now if user Unassign the IP instance-New from the order and see the Inventory , it is
IP-Unassigned
IP-Pending Disconnect
3- Now again if user assign the IP instance-New , then the inventory becomes :
IP-Pending
IP-Pending Disconnect
IP-Unassigned
At this point the IP-Unassigned status is not getting removed from the IP Inventory.
