Error: 'FAILED_NOT_RESTARTABLE' Wen Attempting to Start a P6 Managed Server in the WebLogic Admin Console

Attempting to start the P6 Web managed server from the WebLogic Admin Console fails with the message 'FAILED_NOT_RESTARTABLE', and the following error occurs in the managed server log:
Error: Could not find or load main class Files\path\to\folder;C:\Program
<INFO> <NodeManager> <The server 'P6' with process id null is no longer alive; waiting for the process to die.>
<FINEST> <NodeManager> <Process died.>
<INFO> <NodeManager> <Server failed during startup so will not be restarted>
<FINEST> <NodeManager> <runMonitor returned, setting finished=true and notifying waiters>
The issue can be reproduced at will with the following steps:
- Launch the WebLogic Admin Console and login.
- Expand Environment > Servers.
- On the server list screen, select the Control tab.
- Check the box next to the P6 managed server then click Start > Servicing all requests.
- View reported behavior and log file error.
