Error When Trying To Add A Conservation Program

Symptoms
When trying to add in a Conservation Program, errors occur upon saving. This appears to do with the Approval information section. Choosing the the "Rebate Claims Requiring Approval" approval to do type and the duplicate Claim To Do role does not auto-populate from the to do types roles. If you set a Threshold Amount, the To Do Role section does not populate to allow you to choose which approval level is needed. When trying to save it returns with an error or "There is an incomplete line in Approval hierarchy list."
