Symptoms

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C), when attempting to generate a Service Management Service (SMS) report, a pop-up error ("Report Server not running, it needs to be restarted") is returned as follows:

This can be caused by numerous reasons and this article to cover all the known causes and ways to resolve them.

Due to this, it is not possible to manually run SMS reports.
