Occasional "FileNotFoundException" Error When Starting NMS Managed Server (Doc ID 2354490.1)

Symptoms

This error appeared in the managed server log and there is no loss or change in functionality:

Servlet failed with an IOException.
java.io.FileNotFoundException: /<DIRECTORY>/app/oracle/config/domains/<DOMAIN>/servers/<MANAGED SERVER>/tmp/_WL_user/cesejb-nmscore_1.12.0.3.28/6s9q3y/lib/ejb.jar (No such file or directory)
at java.util.zip.ZipFile.open(Native Method)
at java.util.zip.ZipFile.(ZipFile.java:219)
