Roles Are Getting Unassigned To The Users In OSM Admin (Doc ID 2358469.1)

Actual Behavior
We are very frequently facing the issue with user roles getting unassigned in the OSM admin console. And once this happens we need to assign the roles back to the users manually in admin console.

Expected Behavior
Roles should not be unassigned/removed.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Add user role in the OSM admin console.
2. When WLS LDAP server in unable to connect to database, users are deleted.

Business Impact
The issue has the following business impact:
Due to this issue, users cannot successfully work with the application as manual intervention is required as needed.
