Custom Action Menu Is Not Visible Under BCUI Action Menu When Credentials Integrated With OES

On Oracle Communications - Billing and Revenue Management (BRM) 188.8.131.52.0 version, Billing Care (BC)
New Custom Action Menu is not visible under Action Menu of Billing Care User Interface (BCUI), when login with credentials having roles configured which is integrated with Oracle Entitlements Server (OES).
The same New Custom Action Menu is visible on Action Menu of BCUI on a development server which is not integrated with OES (login with default weblogic credentials)
Steps to reproduce:
1. Followed the steps as mentioned in the below Billing care doc link
2. Integrate with OES
3. Login with credentials having roles configured in OES
Note: If adding new items under existing Action Menu, those are visible.
