Unable to Open or Supplement ASR Order - "Error retrieving information for this Service Request. Contact Customer Support"

Symptoms

When attempting to open an ASR order in the Service Request Search results window, the application displays an "Error retrieving information for this Service Request" message and does not open.  Additionally, there is no information displayed on the ASR order's Order Detail tab. The error message is also displayed when using most of the options available from the "Options" and "Right-click" menus (listed below).
