MDM Usage Rules Get Scalar Details and Daily Scalar Expects Consumptive Measuring Component to have Measurement on both the start and end dates of the Usage Transaction for Calculation (Doc ID 2365143.1)

Symptoms

Both scalar usage rules - Get Scalar Details and Daily Scalar - do not handle Consumptive Measuring Components as expected. By definition, Consumptive MCs measure consumption, so there is no concept of start/end reading to match the start/end date of the Usage Transaction.
However, both usage rules expect a measurement on both the start and end dates of the UT to calculate successfully.

Steps 
1.Set up consumptive MC
2.Create measurements
3.Calculate UT with different dates that don't align with the measurements
4.The UT fails because there are no measurements at beginning/end of UT

Error Usage Transaction created in Issue Detected with the error message “Measurement not found for Measuring Component <MC ID> and Date/Time.
