Payment Portal Gives A System Error When Trying To Make A Payment For A New Account (Doc ID 2369473.1)

Symptoms

Payment Portal gives a system error when trying to make a payment for a new
account.

When a new account is started, and hasn't billed yet, the payment portal
throws an error when the Add Payment button is clicked.
