ACTUAL BEHAVIOR
------------------------------
Full Discount option in Cycle Discount Information is not working as expected. It is behaving like Prorated Discount.
 

STEPS
------------------------------
1) Create a Discount with FULL DISCOUNT set in Cycle Discount Information
2) Create a account with Line Rental (Monthly cycle forward charge)
3) Purchase the Discount in mid cycle
4) It is expected that Full Discount should be applied on the Line Rental amount but the Discount is getting Prorated

EXPECTED BEHAVIOR

Full Discount should be applied on the Rental amount, irrespective of when it is purchased during the bill cycle.
