Duplicate Transaction ID for Payment (Doc ID 2371740.1)

Goal

The user noticed duplicated Trans_ID present in payment authorization event (event_billing_payment_t table command =2).
The trans_id duplicates occurred only when there was a payment that could not complete so pin_recover picked it, and at same time, someone did the payment via front end. Somehow the trans_id generated was the same for both payments.
The user only noticed a few records with duplicated trans_id for payment a year, and issue is not reproducible in a test environment.
