OMA Service Throwing Exceptions "createDamageReport: DAMAGE.CREATE_FAILED.UNK_EVENT" (Doc ID 2377296.1)

Goal

When calling the OMA RESTful web service from non-Oracle Damage Assessment Application,  the errors below are intermittently being written to the managed server log.
