Jmx Does Not Work With/Behind Firewall

Oracle Enterprise Manager (OEM) Plug in - Application management pack needs a working Java Management Extensions (JMX).
JMX works fine without firewall, otherwise not.
The Customer is facing this issue in Customer Care and Billing (CCB) v.188.8.131.52.0, Framework (FW) version 184.108.40.206.0.
Steps To Reproduce:
When a firewall is enabled and the configured JMX port is allowed through the firewall, the connection through JMX does not work.
